The MSTS nucleus fleet consists of United States
Government-owned ships in the custody of the Navy that are
assigned to MSTS for operation and administration. They are
designed United States Naval Ships (USNS) and are referred to as
in-service ships. As public vessels of the United States, USNS
ships are entitled to certain international courtesies and
immunities similar to those accorded U.S. Navy commissioned
ships.

In-service ships are divided into two types according to the
personnel who operate them. One type is operated directly by
MSTS with civil service crews. The other type, usually confined
to tankers under contract, are manned by regular commercial
maritime union members.

Civil service manned ships are staffed and organized in
accordance with commercial standards. Seamen must be certified,
and officers licensed, by the U.S. Coast Guard. Civilian Marine
Personnel Instructions (CMPI) furnish the regulations for these
civil service personnel. Disciplinary action may be taken by the
Coast Guard for infractions of maritime law.

As with most commercial type ships, civil service manned ships
are organized nto deck, engine, steward, and purser departments.
As unusual feature of organization aboard USNS ships,
particularly transports, is the assignment of a military
compliment for on-board military administration.
